Head to this spot North-East of the General’s Shrine. Closest teleport is Wildmane Ranch if you have unlocked it.

All you need is the Tai Chi Mystic Skill
It’s the skill that you learned from a bear (lol).
Stand slightly in the water for the skill to interact with the water. If it doesn’t work, step further in.
Use Tai Chi (20 sec cooldown), PROFIT!
