East of Miskowitz, Southwest of Pschitoky, and West of Kuttenberg – there is a Camp by the road, right next to a shrine.
Sometimes when you get there, no one will be there, or someone different will be. But you can go to the closest city/wait and come back until you see a character named “Minstrel Roxanne”. Sometimes she will sell a variation of the outfit, sometimes she won’t. But she will have a musician with her that has the outfit on that you can just kill and loot it off of his body.
