How to resolve that weird puzzle

Its kinda easy, if you had the telescope just look on the start of the train station, next to the bench with a person in concrete, put the telescope and watch, you should look for an add that says “CALL US!” and the number 277-5944
How to get the telescope?: Finish the villagers petitions, The Red Cat and Raccon, talk to the RedCat and play hide and seek, once found 3 times he will give you the fishing licence, now you can go fishing, catch at least 6 different fish, then go talk to him in the aquarium (the house on the left the cascade, there he will thanks you and will give you an invitation to a secret party, on the town hall, on the second floor, last door to the right, the password is yellow, there will be The Owl and The Mouse, talk to the owl about the party, tell him about it and give some advice, he will give you the telescope
